Is it permissible to give a German atheist a translated copy of the Holy Qur’an in German?

It is permissible to give a disbeliever a copy of the Qur'an translated into German because what is forbidden for a disbeliever is touching the Holy Qur'an, and the translation is not the Qur'an itself but rather an interpretation. The Permanent Committee has permitted giving books of Tafsir (exegesis) and translations of the meanings of the Qur'an in his language to a disbeliever from whom there is hope of his embracing Islam.
