What is the ruling on the work of a municipal employee who is asked to issue or renew licenses for tobacco shops and shisha/hookah cafes, taking into account "There is no obedience to a creature in disobedience to the Creator"?

It is not permissible for the one holding the authority to issue or renew a license for shisha cafes or other establishments that are Islamically forbidden, because doing so constitutes cooperation in sin and aggression. Allah the Almighty said: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." It is authentically narrated from the Prophet, peace and blessings be upon him, that he said: "Obedience is only in what is good," and "There is no obedience to a creature in disobedience to the Creator."
